The Ad Hoc Community Impact Committee was established by Resolution 2020-060 on June 23, 2020 with an overall purpose of ensuring that the City is creating an environment that provides safety and equity for all residents. The committee is made up of Councilmembers Emily Gorgol, Julie Pignataro, and Susan Gutowsky. The Committee advises City Council regarding potential future actions to ensure Fort Collins is a community that is serving all its residents.
By Resolution, the Committee will sunset in April 2021.

Although Fort Collins police have exhibited less violence recently than in other parts of the country, it is still essential to invest in programs which proactively benefit our communities, particularly our marginalized population. This includes removing SROs from schools, funding more equitable education opportunities, and investing in better and more accessible counseling, housing, and unarmed intervention services.

What would you do if a struggling neighbor waved you over and told you that she couldn’t get in touch with her parole officer. Failure to check in could lead to an arrest warrant for parole violation. Plus, she might be running out of minutes on her prepaid cellphone. You can stand on the side of the road, and let the sworn enemy in your war on crime use your cell phone to check in and video-chat with the officer. Many times, you deal with neighbors who are teetering on the edge of some collapse; as cops, you can either tip them over or pull them back. Your job is to pull them back at every opportunity.

We find that officers who were randomly assigned to participate in training were as engaged in the community as similarly situated officers, but they were less likely to resolve incidents with an arrest or to be involved in incidents where force was used. These changes were most evident among officers who worked in areas with a modest level of risk.
