Project History

• 2013 - A Recreation Feasibility Study was completed, analyzing the state of Recreation facilities, programs and future needs. The study indicated the need for a recreation facility in south Fort Collins was evident.
• 2015 - Fort Collins voters passed a 10-year quarter-cent tax dedicated to community improvements. A southeast community center with outdoor pool was included in this package. Ballot language stated the center should focus on innovation, technology, art, recreation, and the creative process, while also including a large outdoor leisure pool with water slides, sprays, jets, decks, a lazy river, and open swimming area.
• 2019-2022 - Poudre Libraries' new Master Plan - a long-range vision for the Library District - estimates at least 40% more space is needed to serve the District's current population, and that the amount of space needed will continue to grow in proportion to the population. Among the plan's recommendations is to prioritize expanded, full-service library facilities (upwards of 30,000 square feet) in southeast Fort Collins to accommodate the growing population in that area, including Timnath.
  The ReCreate: Parks & Recreation Master Plan is adopted in 2021.
  An independent community aquatics study is completed in 2022.
  In June of 2022, Poudre Libraries Board of Trustees sent a letter of intent to the City of Fort Collins outlining its interest in partnering on the community center project with a co-located library facility.
• 2023 - An intergovernmental agreement was developed between Poudre Libraries, Poudre School District, and the City of Fort Collins.
  A tax dedicated to Parks & Recreation was passed by Fort Collins' voters.
• 2024 - A project charter was developed between project partners and an owners representative, design firm, and general contractor were selected. Additionally, Poudre School District passed a Mill Levy measure in the November election.
  A core project team was formed, and meetings began to kick off planning for the SECC project. City staff gave a presentation to the Council Finance Committee (CFC) and began preparations for future presentations to CFC and City Council.
• 2025 - Staff presented initial concepts for the SECC and a proposed funding stack, which included 2015 CCIP, 2015 CCIP reserves and the 2050 tax passed in 2023, to City Council in February. Additionally, targeted public engagement regarding the spaces and programming in the facility has been underway throughout the spring and summer.
