Bringing community voices together for decision-making
With a priority of trying new and more deliberative engagement, Fort Collins City Council is supporting a Civic Assembly process for public engagement. While new to Fort Collins, assemblies of this kind have been used around the world as a tool to transform public participation in decision making and help find consensus on complex issues.
The Civic Assembly combines two key elements: 1) A democratic lottery selects Delegates for an Assembly that is demographically representative of the community and fully supported to participate. 2) A deliberative process allows the Delegates to collaboratively consider many perspectives and produce well-informed policy recommendations.

What's next for the Hughes Stadium Civic Assembly project?
Following an open invitation period in early 2025, a randomly chosen, representative group of Fort Collins residents will be selected to serve on the Assembly. The group will learn about the site, hear from other residents, deliberate on options and ultimately provide a mid-year recommendation to City staff and leadership.
At this time, no changes are planned for the former Hughes Stadium site.
