Project Purpose
The Rolland Moore Tennis Complex & Playground Renovation Project aims to evaluate and renovate the tennis complex and playground areas at Rolland Moore Community Park. The intent is to ensure these amenities meet the evolving needs of the community, address aging infrastructure, assess programming relevance, enhance the user experience and align with modern design, accessibility and sustainability standards.
The 2050 Tax Initiative, approved by Fort Collins voters in 2023, allocates funds specifically to Parks, Recreation, Transit, and Climate. Funds invested through the Parks Department will support the replacement, upgrade, maintenance, and accessibility of park facilities. The Rolland Moore Tennis Complex and playground improvements are the first major park projects funded by the 2050 tax investment.
Project Scope: In 2025, the project work will focus on community engagement, concept development and schematic design for two specific areas within the park:
Tennis Complex Area This includes, but is not limited to:
Parking lot and access bridge
Tennis courts and racquetball courts/building
QuickStart tennis area
Covered plaza, pro shop and restroom facilities
Storage areas, lighting systems and utilities
Seating areas, landscaping and irrigation
Playground Core Area This includes, approximately 2.5 acres with:
Community playground and pedestrian bridge
Seating areas, playground fencing/barrier
Rolland Moore Drive and adjacent parking
Irrigation ditches, mature trees and utilities

Public outreach for the Rolland Moore Redesign Concepts included three pop-up events (Bike to Work Day - June 25th, Kids in the Park – July 25th and a Pop-up at the Park – August 1st), a conversation with the Fort Collins Disability Advisory Board, and an online survey open from July 28th to August 15th. The online survey included nine questions regarding concept design preferences for the tennis complex and playground. The online survey feedback was collected and analyzed with in-person feedback to identify common themes, preferences, and priorities among respondents.

Tennis Results:
In the second round of engagement, a draft site plan for the updated tennis complex layout was presented in addition to two options for the tennis pro-shop building and restroom. The images presented can be found in the Documents Section on the right-hand side of the page.
Engagement results show a community preference for the Grove option at the tennis complex. Comments support trees being part of the main entrance and gathering space and suggested that the Grove design best aligned with the Rolland Moore park character. Frequent themes from comments included:

Playground Results:
Two playground concepts were available for public review and comment. One option called Fort Bumble Branch is a nature fort adventure theme where kids can explore, climb, and imagine in a world inspired by local wildlife and habitat! At the heart of the play area is a tree fort with lookout spots and educational signage. The other concept is called Skipping Stones.This playground is designed to feel like a journey through nature—from a creek all the way to the forest. At the bottom, you can be at the “waters edge” with pebble climbers, habitat hideaways and colorful ground cover. As you move uphill, you’ll climb over rocks and through a shrub mazes up to the riverbank, at the top is a forest zone. There was an overall positive reception to the concepts and appreciation for the creative, nature-based play features. Community Feedback on playground preferences between the two design concepts was closely splitmainly favoring featured elements from both. Initial public outreach included a drop-in open house and an online survey. The open house was held at the Fort Collins Senior Center on April 24, 2025 from 5:30 to 7 p.m. An online survey was also made available on the project website to reach a broader audience and accommodate those who could not attend in person. The survey remained open from April 24 to May9, 2025. Community feedback plays an important role in creating a thoughtful and balanced park design. However, the final design is also shaped by the project’s budget and site constraints.
Feedback showed that improvements at the playground should prioritize shade, sight lines, nature themes for play equipment, shade integrated into play areas, and picnic space closer to or within the playground.

Community responses to a question about the possibility of removing the racquetball courts due to safety concerns, deteriorating condition, low usage, and cost to rebuild.
Strong supportfor removal: A large majority of responses supported removing the courts due to low usage, poor condition, safety concerns, and the potential for better use of the space.

Tennis courts – especially with a practice wall
Sand volleyball courts
Opposed to removal (minority); Some expressed concerns for removing racquetball, including:

Special stories or memories about Rolland Moore Park
Many people mentioned playing in youth tennis tournaments, adult leagues, and summer lessons. Rolland Moore is remembered as a first place for tennis lessons, including for adults picking up the sport later in life.
Sand volleyball was the most frequently mentioned activity. People recall playing with friends, organizing tournaments, and bonding over matches.
Parents, children, and even grandparents have enjoyed the park through the decades, creating lasting family traditions.
The playground, maze, bridges, and shaded natural spaces were often mentioned as special, magical places for kids.
Visitors appreciate the natural vibe, trails, trees, and access to Spring Creek and adjacentnatural areas.
