About the Southeast Community Center
In 2023, the City of Fort Collins and Poudre Libraries announced a joint commitment to open a new community center and library in southeast Fort Collins.
The community center, which was promised to voters in 2015 as part of the approved Community Capital Improvement Program, will feature multi-use spaces for recreation, fitness, creativity, innovation, intergenerational programs, a state-of-the-art public library and both indoor and outdoor aquatic facilities.
The center will be built on 10 acres of land secured in partnership with Poudre School District, adjacent to Fossil Ridge High School and north of Twin Silo Community Park. The design and construction of the facility is a collaborative partnership between the City of Fort Collins and Poudre Libraries.

Planning and design work are underway and will continue throughout 2025 and 2026. Construction is estimated to begin in late 2026 or early 2027. Construction will continue through 2027, and is anticipated to be completed by 2028. As the project timeline evolves, updates will be provided regularly.

Username asked 5 days agoThank you for your question! The project team is working closely with staff at Poudre School District on the planning and development of the project. Currently, the majority of the existing disc golf course next to Fossil Ridge High School is not located within the community center property. That being said, there will be impacts to the course, in some capacity, as the planning continues and construction begins. We will share information with the community as those plans become finalized.

The center will also have a large outdoor leisure pool with water slides, sprays and jets, decks, a lazy river and an open swimming area. Additionally, the community center will include a full-service library, recreational spaces like gymnasiums, fitness, weights, community spaces and indoor lap lanes.

magdajoyce asked 3 months agoHello, thank you for your question. At this time, specific Recreation amenities planned for the Southeast Community Center are still being determined. The ballot language guiding the development of the facility specified the project would build a community center focused on innovation, technology, art, recreation and the creative process. The center will also have a large outdoor leisure pool with water slides, sprays and jets, decks, a lazy river and an open swimming area. While the ballot did not specify areas for recreation activities, such as tennis, the planning team is working to develop a site plan that will best address the desires of the community and the activities they would like to do in a new center. Your input will be shared with the planning team. Thank you!

If we don't have a new facility until 2018, how do we know we'll even get one by then with all the federal funding challenges that are starting to take place? Are there still plans to just do an outdoor pool for now? I know how much money the City Park pool brings in. The community demographics are much different in the SE part of town. Lots of associations have their own outdoor pools. We need a good indoor pool, one that will attract people other than just swim teams from the schools. Mary Weiss asked 2 months agoHi, Mary – Thank you for your questions! While the initial ballot (Community Capital Improvement Program) was passed in 2015, this specific project was not scheduled to begin until 2023. The 2015 CCIP ballot identified initial funding for the facility, and the passage of an additional Park, Recreation, Climate and Transit tax measure in 2024 (the 2050 tax) brought a secondary stream of resources to the table.
In 2023, a project team was put together and planning began for the community center. The original ballot language specified that certain elements be included in the facility with a focus on innovation, technology, art, recreation and the creative process, as well as a large outdoor leisure pool with water slides, sprays and jets, decks, a lazy river and an open swimming area. The City has partnered with Poudre Libraries to include a full-scale library in the center, and with Poudre School District to expand the aquatics to include indoor lap lanes. While the ballot language provides some structure to the building components, City and Library staff will be using a public engagement process to identify key opportunities and features that can be incorporated into the building to best address community desires. Southeast Community Center (SECC) has finished this stageIn 2013, a Recreation Feasibility Study was completed, analyzing the state of Recreation facilities, programs and future needs. The study indicated the need for a recreation facility in south Fort Collins was evident.

2015
Southeast Community Center (SECC) has finished this stageFort Collins voters passed a 10-year quarter-cent tax dedicated to community improvements. A southeast community center with outdoor pool was included in this package. Ballot language stated the center should focus on innovation, technology, art, recreation, and the creative process, while also including a large outdoor leisure pool with water slides, sprays, jets, decks, a lazy river, and open swimming area.

2019 - 2022
Southeast Community Center (SECC) has finished this stagePoudre Libraries' new Master Plan - a long-range vision for the Library District - estimates at least 40% more space is needed to serve the District's current population, and that the amount of space needed will continue to grow in proportion to the population. Among the plan's recommendations is to prioritize expanded, full-service library facilities (upwards of 30,000 square feet) in southeast Fort Collins to accommodate the growing population in that area, including Timnath.
The ReCreate: Parks & Recreation Master Plan is adopted in 2021.
An independent community aquatics study is completed in 2022.
In June of 2022, Poudre Libraries Board of Trustees sent a letter of intent to the City of Fort Collins outlining its interest in partnering on the community center project with a co-located library facility.

Southeast Community Center (SECC) has finished this stageIn 2023, an intergovernmental agreement was developed between Poudre Libraries, Poudre School District, and the City of Fort Collins.
A tax dedicated to Parks & Recreation was passed by Fort Collins' voters.

2024
Southeast Community Center (SECC) has finished this stageIn 2024, a project charter was developed between project partners and an owners representative, design firm, and general contractor were selected. Additionally, Poudre School District passed a Mill Levy measure in the November election.
A core project team was formed, and meetings began to kick off planning for the SECC project. City staff gave a presentation to the Council Finance Committee (CFC) and began preparations for future presentations to CFC and City Council.

Southeast Community Center (SECC) is currently at this stageLooking ahead, staff will present initial concepts for the SECC and a proposed funding stack to City Council in February. Additionally, public engagement regarding the spaces and programming in the facility will begin in the spring.
