This is a Project Development Review request to develop a 41.34-acre site into a community including 212 dwelling units consisting of a mix of single-family detached, two-family, two-family and single-family attached, and a public community center and park. This site is generally located at the northwest corner of N Taft Hill Road and LaPorte Avenue and is in the LMN (Low Density Mixed Use Neighborhood) zone district. This proposal is subject to a Type 1 (Administrative Hearing) review.

Note: This proposal was previously approved in a Type 1 Administrative hearing in 2022. However, the City will be holding a second hearing based on a recent District Court decision requiring the Hearing Officer conduct a new hearing on this matter. The application has remained the same, with some new supplemental documents submitted by the applicant on October 19, 2023. You can read them in the "NEW 2023 Hearing Materials" folder on this page

Development Review is the process through which development proposals are examined, edited and approved or denied by the City before they can obtain the site inspections and building permits they need to begin work.

Don't wait for construction to start! Development Review is the best time to have an impact on development

Development can be highly impactful on those who live around it. That's why the City has built in several ways for the public to get involved with the Development Review process:

  1. Attend conceptual design reviews or preliminary design reviews to learn about the proposal https://www.fcgov.com/developmentreview/proposals
  2. Attend the neighborhood meeting to ask questions and make comments about the proposal to the applicants and City staff
  3. View the formal submission documents in our public records archive at records.fcgov.com/WebLink/Welcome.aspx?dbid=0&repo=FortCollins
  4. Attend the public hearing where the proposal will be either approved or denied and make public comment to aid the decisionmaker(s)
  5. File an appeal to City Council to modify the final decision if eligible
  6. Subscribe to this page for information about upcoming neighborhood meetings and public hearings to attend under "key dates"

Neighborhood Meetings

Neighborhood meetings are the main tool for the public to engage with development proposals. Depending on the use and zone of a project, many applicants are required to attend a meeting hosted by City staff with neighbors to answer questions and respond to concerns.

Right now, all neighborhood meetings are offering the ability to attend in-person or virtually on Zoom and attendance information will be posted at the top of this page 48 hours in advance. Meeting notices are mailed to all addresses within a certain radius of the proposed development project but any member of the public is welcome to attend. Instructions for neighborhood meetings can be found under the "documents" tab on the right side of this page.

    This is a proposal for development of around 200 manufactured homes by Sun Communities.  This project went through the development review process earlier in 2020 to request modifications. The requests were to build only mobile homes (instead of mixing together mobile homes with townhomes or other types of housing) and to change the way roads are designed. These modifications were approved by the Planning and Zoning Board in October. The Board also put “conditions” on the approval requiring that Sun Communities reserve a certain amount of homes as “affordable”, build 15 distinct types of homes, and meet requirements for guest parking. 

    Now, Sun Communities is going through the development review process with detailed plans for the site.  They will be required to submit traffic study information, and information on nearby environmental resources.

    The City of Fort Collins will host a second neighborhood meeting to discuss a potential new multifamily development near Shields and Hobbit.  Join us on December 14th to meet with developers and City staff, and learn more about the future of this property.  

    Zoom meeting information will be posted here, and at FCGov.com/DevelopmentReview/Proposals 48 hours in advance of the meeting.

    This is a request to convert an existing gas station into a barbeque restaurant. The site is directly west of S. Taft Hill Road and directly south of W. Mulberry Street. Future access will be taken from S. Taft Hill Road and W. Mulberry Street. The proposal includes 20 existing on-site parking spaces. The property is within the Low Density Mixed-Use Neighborhood District (L-M-N) zone district and is subject to Planning and Zoning Board (Type 2) Review.  

    Proposal Details:

    • Renovate vacant and dilapidated 1950’s-era gas station for a BBQ restaurant.  
    • Would include new sidewalks with street trees and repaving the site for parking.

    This is a request to build a new senior housing facility with a mix of 36 memory care and 63 assisted living/independent living units at the northwest corner of Technology Parkway and Precision Dr. The memory care wing and the “Town Commons” will be one story and the assisted living/independent living wings will be four stories. Access is taken from Technology Parkway to the east. The property is within the Harmony Corridor (HC) zone district and is subject to Planning and Zoning Board (Type 2) Review.
