Fort Collins City Council established this committee in March, 2026 to explore ways to support housing affordability while guiding responsible, sustainable development. Building on Council priorities and the Strategic Plan, the committee is focused on identifying practical changes that can make it easier to deliver housing that meets community needs. The committee seeks toadvance Council priorities related to affordability and sustainable growth, and to assist in prioritizing strategies and key actions submitted to Council for consideration.
City Council Priority: Promote affordability and sustainable growth by making development predictable, efficient and cost-effective:
City Plan sets forth a bold vision of livable and sustainable growth for Fort Collins. This priority will remove, replace or fix the systems and regulatory layers creating the biggest challenges to build. We will evaluate programs, incentives, and costs and fees through a lens of a simplified customer experience, to provide growth and development that supports community resilience, creates jobs, provides housing choices, and contributes to cleaner air.
Key committee focus areas include:
Improving development predictability by identifying and addressing regulatory barriers
Evaluating fees and incentives to help reduce costs and expand housing options
Exploring code updates that support efficient and attainable housing development
Aligning growth with sustainability goals, including resilience and environmental outcomes
To achieve progress in these areas, the committee will also explore:
Code Updates: Land Use Code, Historic Preservation, Street Design and relevant utility requirements
Programs: Receive updates on current programmatic changes offering support for development and their impact on outcomes
Data and other indicators to assess potential impacts to changes in strategy, policy or programs

Fort Collins City Council has established a new ad hoc committee focused on advancing housing affordability and supporting sustainable growth across the community.
Formed following adoption of the City’s 2026–2027 priorities and 2026–2030 Strategic Plan, the committee will explore ways to make development more predictable, efficient and cost-effective. Areas of focus include reviewing fee structures, considering potential code updates and identifying opportunities to encourage more attainable housing options.
The committee will begin meeting in May, 2026 and will continue its work through 2027, with regular updates provided during City Council meetings.
