About the project

The developer's vision for the Mulberry-PUD Master Plan is to transform 226 acres into a mixed-use neighborhood with a variety of shops, businesses, and different types of homes (about 1,600 total), with an emphasis on affordability. The PUD area is located along East Mulberry Street with businesses and the densest housing being closest to Mulberry Street, then gradually becoming quieter with more focus on houses to the north of the land. The plan proposes a town center with a pedestrian-friendly main street, 20-30+ acres of businesses, parks (including a large central one), and trails connecting the neighborhood and linking to the broader Fort Collins trail system.

This site is meant to supplement the information provided at public outreach sessions and neighborhood meetings. Comments made here will be shared with the City staff members who are reviewing the project and with project decision-makers if/when phases of the project go to a public hearing. Our goal is to post all pertinent public information regarding the project as it is submitted, including but not limited to, site plans, traffic studies, staff comments and event announcements. You are also encouraged to reach out directly to staff listed on this site if you have other specific questions or concerns.

Bloom Phases

Bloom Offsite Water - BDR220004This filing went through the Administrative Development Review process with the City and was approved in March, 2023. It includes construction of a new twenty-inch water main between E Vine Drive and Redman Drive to serve the new development in the Mulberry-PUD area.
Bloom Community Pool and Park - BDR250007This filing is currently in Basic Development Review with the City. A date for approval has not been set yet. The Bloom Community Pool and Park will include a range of amenities such as a lap pool, kiddie pool, restrooms, playground, pickleball court, nature trail, multi-use lawn, and enhanced landscaping consistent with previously planned areas of Bloom. The site is located at the Northeast corner of Sykes Drive and Aria Way.
  • April 2026 Update: This project is currently paused until further notice
Bloom Filing 1 - PDP210014
This filing went through the Basic Development Review process with the City and was approved in September, 2021. In includes construction of 260 residential units including single-family detached homes and accessory dwelling units as well as a neighborhood park and the necessary roads and infrastructure.
  • April 2026 Update: This filing is currently under construction
Bloom Filing 2 - PDP220002This filing went through the Project Development Plan review process with the City and was approved in September 2022 by the Planning and Zoning Commission. It includes the construction of nine 2-story condo buildings and four 3-story condo buildings with a total of 152 condos, as well as outdoor amenities for the condos and the necessary roads and infrastructure.
  • April 2026 Update: This filing is under construction. The 3-story condominiums have been converted to a for rent product
Bloom Filing 3 - PDP2200011This filing went through the Project Development Plan review process with the City and was approved in December 2023 by the Planning and Zoning Commission. It includes the construction of fifteen 3-story apartment condominiums with a total of 360 apartments, as well as some garages and a community center.
  • April 2026 Update: This filing is under construction. 264 of the units are planned to be affordable housing

Bloom Filing 4 - PDP230003This filing went through the Project Development Plan review process with the City and was approved in September 2023 by the Planning and Zoning Commission. It includes the construction of three for-rent apartment buildings as well as outdoor amenities and part of a pedestrian parkway through the PUD area.
  • April 2026 Update: This filing is approved but has not proceeded to construction yet
Bloom Filing 5 - MA230059This filing went through the Major Amendment review process with the City and was approved in August of 2023. It included a change to Filing 1 to relocate a raw water well, removal of two of the single-family lots to make the park larger and revisions to lot boundaries to add garages as well as adjustments to grading and stormwater detention, irrigation plans and adding additional easements.
Bloom Filing 6 - PDP230017This went though the Project Development Plan review process with the City and was approved on December 18, 2023. It proposed the division of Tract II of the Bloom PUD into four commercial lots with a road traveling north-south between them.
  • April 2026 Update - This filing has been preliminarily approved and is currently in Final Development Plan review as FDP250002. The location has been mapped out of the floodplain
Bloom Filing 7 - BDR240008This filing is currently in the Basic Development Review process with the City. It includes the replat of multiple tracts within the previously filed Bloom Filing 5. The revisions establish separate land parcels for cottage garages under HOA management and rectify a utility easement error.
Bloom Filing 8 - BDR250010This filling is currently in the Basic Development Review process with the City. The request involves a replat of two previously recorded parcels (Tracts DD and CC from Bloom Filing One and Two) to resolve a property line discrepancy. The replat will relocate a tract line that currently bisects the southern pumphouse, placing the structure entirely within a single tract to allow for proper ownership transfer to the Metropolitan District. No changes to land use or zoning are proposed as part of this request. The property is located in the Low-Density Mixed-Use Neighborhood District (LMN).
Bloom Filing 9 - BDR250016This filing is currently in the Basic Development Review process with the City. The request includes platting the backbone roadway infrastructure and establishing super-pad sites to support future commercial development. Proposed improvements will extend Aria Way north-south through the site, introduce a new east-west street (Bloom Boulevard), and create a central open space envisioned as an active community gathering area. The design emphasizes a safe, walkable commercial core with multimodal access, including traffic calming features, regional bike trail connections, and a proposed bus stop.
  • April 2026 Update: This filing is expected to receive final administrative approvals in May 2026
