What is the Rescue Mission Shelter project?
The Fort Collins Rescue Mission is looking to build a shelter for men experiencing homelessness on an empty piece of land west of the intersection of N College Ave and Hibdon Ct.

What does the Rescue Mission need to do to build the shelter?
First, the Rescue Mission needs to get approval from the City to use the land for the shelter in a process called Development Review. The City’s Planning and Zoning Commission will look at the project and answer one question: Does the shelter project follow all the rules in the Fort Collins Land Use Code? If it does, the City must approve it. If it does not, the City cannot approve it. If it is approved, the Rescue Mission can begin to get building permits and actually build the building.
What is currently happening with the Rescue Mission shelter proposal?
The shelter proposal is planned to go to a public hearing with the Planning and Zoning Commission on August 28. You can join the hearing in-person at City Hall (300 Laporte Ave.) or on Zoom.
How do I make a public comment for the hearing?
There are several ways to make a public comment. All options are available for both English and Spanish speakers.
Write to decision makers

Welcome to the Development Review Center
When you see a construction project being built in your neighborhood, did you know that City of Fort Collins staff have been hard at work on that project many months before the first shovel even broke ground?
Development Review is the process through which development proposals are examined, edited and approved or denied by the City before they can obtain the site inspections and building permits they need to begin work.
Public Engagement
Don't wait for construction to start! Development Review is the best time to have an impact on development
Development can be highly impactful on those who live around it. That's why the City has built in several ways for the public to get involved with the Development Review process:

- Attend the neighborhood meeting to ask questions and make comments about the proposal to the applicants and City staff

- Attend the public hearing where the proposal will be either approved or denied and make public comment to aid the decisionmaker(s)
- File an appeal to City Council to modify the final decision if eligible

Neighborhood Meetings
Neighborhood meetings are the main tool for the public to engage with development proposals. Depending on the use and zone of a project, many applicants are required to attend a meeting hosted by City staff with neighbors to answer questions and respond to concerns.
Right now, all neighborhood meetings are offering the ability to attend in-person or virtually on Zoom and attendance information will be posted at the top of this page 48 hours in advance. Meeting notices are mailed to all addresses within a certain radius of the proposed development project but any member of the public is welcome to attend. Instructions for neighborhood meetings can be found under the "documents" tab on the right side of this page.

Public Hearings
Once staff has reviewed a proposal to develop land, a decision maker will decide whether to approve it. If the proposal follows the Land Use Code, it will be approved. If it does not, it will be denied. These decisions are made in public hearings, where the decision maker will hear all the evidence including testimony from the applicant, staff and the public.

PUDs: New neighborhoods planned in Fort Collins
What is a PUD?
A roadmap that guides how land will develop in the future.
A Planned Unit Development (PUD) is a neighborhood or community that's carefully designed all at once. Instead of planning buildings one by one, everything from homes to parks and shops is planned together to create a cohesive place to live. It's about making sure everything fits well together from the start. Typically, once the PUD is approved, different builders will come in to design and build segments of the neighborhood over time.
